Yes, dual wielding is there already. It's called Dagger Mastery and you use a pair of daggers with it, goes nicely with a class called the Assassin.

Its a good idea and shouldnt need much to have it work since there are shield attacks in the game and assassins have dual wield skills.
I can envisage weapon pairs like the daggers that use sword skill You gain attack speed but lose the extra mods that would come with a shield.
As for reduction in defence there should be none except vs arrows, in fact there are many occasions where a shield is a disadvantage in a fight.
The use of an axe to hook down a shield thats strapped to your arm and then the point thrust at the face was common.
When you have a shield you have a semi passive defence the opponent knows pretty much you will not be attacking him from that side.
With two weapons you have attack and defence with either hand, one of the greatest swordsmen from the East Miamoto Musashi is reputed to have mastered this to become well nigh unbeatable.

By most people's opinions (or at least the ones presented in the last few 'OMG Anet give us dual wielding' threads), Assassins do not dual wield, they wild a two handed weapon. If they were dual-wielding, we would get two diffrent weapons, and put one in each the weapon slot and the shield slot. I for one would like Assassin weapon split into a short sword (main hand), and dagger (off hand). Bonuses would probably have to be split but compatible for both weapons. What I mean is that if you had a dagger handle of fortitude (don't know what it's actually called) it would have a max of +15 health and would be able to applied on both the dagger and the short ssword, so that if you had both, you would get the regular +30 health. They'd need to be roughly twice as common to make up for needing two. Obviously this would be alot of work and would shake up some people, but it'd be a work in progress.
Note: Just a thought, short swords could be something like this:
Short Sword
Piercing Damage - 15-22 (requires x swordsmanship)
Piercing Damage - 7-17 (requires x dagger mastery)
There's probably much more to add and much more to work out, but I'm not too big on the idea (I'd be nice but I wouldn't be 'OMG Anet I love you!'), and I'm not putting too much into it.

DWing seems more of a Assassin choice to me. We've already got the hammer, and upsetting the balance can create trouble. As for the 95% miss rate, wouldn't that mean you'd need at least 12 points for it to be effective? I'd say that Strength/Axe would be better than DW/Axe in this case.

As stated here, Assassin is not the dual wielding people seem to be wanting. The dual wielding that is wanted is being able to wield two different weapon skins, and not just swords, axes as well. I agree with having dual weapons, but as just stated, would like to be able to wield two different skins.
